K2 Group has just launched a new business unit, named Electoral Management Services (EMS) Utilising the 17 years of experience that K2 said it has acquired handling sensitive data, EMS is a brand that will deal solely with the fulfillment of postal voting systems for councils across the UK

K2 claimed that EMS will be the only company in the marketplace that can offer councils a complete postal voting fulfilment package, which includes the printing, mailing and collection of responses and now also the verification software, with its recently launched Electorscan document verification system.

The group claimed that the development of EMS directly meets the needs of councils throughout the UK, that are required to validate a minimum of 20 per cent of postal votes from 2007, as a result of the introduction of the Electoral Administration Act (2006).

Electorscan is a software package that is said to check and analyse postal votes and security statements utilising two security devices, to counteract potential postal ballot fraud.

The first is a physical encoding of the document in the form of a cryptoglyph, a pre-printed pattern of minute dots unreadable without a cryptographic 'key'.

The company added that the second is accurate signature comparison against a pre-saved signature, which uses analysis of strokes and pressure points to screen the papers.

Signature recognition has long been used in banking and financial services and the glyph in the pharmaceutical industry but they have never been combined in this patented) way until now.

Electorscan has been designed to be as flexible as possible to meet the differing needs of a wide variety of councils.

It can be used as a stand-alone security product or integrated in to a number of other activities, such as counting systems.

Electorscan is also flexible, so that it can be deployed across a council's multiple sites if required, either networked or stand-alone, added EMS.

The company claimed that scanning software for postal voting can be expensive, but Electorscan is compatible with the majority of existing electoral management systems, such as Strand and Pickwick, so that it can be purchased as a security add-on if more cost-effective.

Ann McLaughlin, sales director of Electoral Management Services, commented: "K2 Group is a well-established market leader and has over 17 years' experience of dealing with sensitive mailings.

Because of our immense capabilities and the new technology that we have developed, we are able to offer a unique service and one that will be crucial to councils as more members of the public choose postal voting as their preferred method." She added: "We have already acquired an immense amount of enquiries about the package and a number of councils have already expressed an interest in purchasing it.

This advancement could change the British voting system forever." At launch, Electoral Management Services said it automatically has the capacity to service one million postal voters for the 2007 elections from print to capture and feedback.
