The decision was taken to appoint a dedicated mill manager to each of M-real's UK paper mills following the move of Juha Verajankorva to the position of senior vice president for production and technology at M-real Office Papers.
Carter was previously operations manager at M-real Sittingbourne and has been with the mill for eight years.
The mill manufactures printing papers including Nimrod coated paper and has undergone a GBP 25 million improvement programme since 1999 following the acquisition of UK Paper by M-real.
It is part of M-real's commercial printing business area.
Howard Emmett joined New Thames in 1998 and has been operations manager for the previous three years.
The New Thames mill manufactures business papers such as the Logic range and Evolve recycled paper.
A recycled fibre plant transforms waste paper collected from across the south-east of England and turns it in to pulp for use on the paper machine.
New Thames is part of M-real's office papers business area.
Reporting to both mill managers are Graham Appleby, newly appointed as customer services manager and Alan Young, who takes over the role as mill services and combined conversion manager.
They join Ken White, who continues his role as finance and shared services manager.
Otherwise each mill has a separate management team.
At Sittingbourne, Mark Hammond is production manager, Dave Eede is maintenance manager, Brian Williams is technical manager and Pam Smith becomes HR manager.
At New Thames, Jonathan Scott is production manager, Martin McKelvie is maintenance manager, Lauri Verkasalo joins the mill as technical manager and Frank Lawrence becomes HR manager.
